You're calculating incorrectly. It's not a proportional change.
IFR2 = IFR1*SQRT(P2/P1)
For your first example, flow at 43.5psi to 64psi:
IFR2 = 28*SQRT(64/43.5)
IFR2 = 33.96 @ 64psi
Then the other way, 64psi to 43.5
IFR2 = 41.19*SQRT(43.5/64)
IFR2 = 33.96 @ 43.5psi THIS is stock injector size at 3 bar.
Strange how the numbers you picked ended up with the same numbers for IFR, but pay attention that the IFR's are for different pressures.

Correct, go by flow rate low. Flow rate high is for the short pulse/non-linear region. The breakpoint is where high and low intersect.
