VATS in 2003 Impala

I have a friend that is having a security issue on their 2003 Impala. It won't start and the security light comes on in the dash. It can be reset by pulling the bcm fuse for a while. Can I turn off VATS in this car with HP tuners like an LS? I understand I'll need to buy credits (2?). Thanks
