I know the dealer can see if the ecm has been tuned but when i buy a new vehicle i like to just read the the factory tune and study it and then once the warranty's up have fun. So i guess what im asking is if i just read it can that be tracked

Many newer ecm/tcm cannot be read natively via the obd2 port, a stock file is given.
With that said its highly doubtful they can but even if they could I'm not sure they care. They really only care about you modifying the programming.
It doesn't have to be perfect, it just needs to be done in two weeks...
