File does not open, no errors

I have a 2013 Chrysler 300 that had a tune file that just got tweaked a little for a headers. Guy came back seeing if he could get a little more added to the vehicle and now the tune file won't open. It doesn't give any errors, the progress bar loads up and starts moving then it just disappears and the file doesn't open. Every other tune file I have opens fine. Tried opening it on a different computer, and it does the same thing, starts like it will load, then just.. doesn't. Tried pulling the file direct from the vehicle then opening it, and again - the read process went standard with no problems, I was able to save the file under a new name, and then it still doesn't open. VCM scanner reads the vehicle and datalogs with no issue. The files don't even populate under the "recent" tab but every other file I open populates the recent list. Has anyone else had a file that just starts being impossible to open? For extra problems, the stock read file has gone MIA and I only have the modified file left. VCM editor and scanner are up-to-date.

Who did the actual tuning? Any chance it's locked? That would be my guess. I can't open the file posted.
