Looks like something is wrong with the throttle body/blade, etc. How about describing what the build is? Vehicle, swapped, mods, etc. Would make it a little easier instead of guessing.
I'd bet if it's an aftermarket throttle body you have the cable in the wrong hole.
Is this a DBC from the factory? I thought this vehicle was DBW?

Well this is a p59 swap into 2003 chevy Silverado LQ4 408 DBC now, Procharged F1A-94, 102mm tb.
It rev normal in park and will rev to over 5k. but while driving is where the issue comes where seem to lose power if you try to push the pedal to half way, but only when in drive.
In park there's no load on it. Reving to 5 grand doesn't mean anything.
Have someone sit in the driver's seat and put the throttle pedal on the floor. Engine not running of course. Then try and open the throttle blade more with your hand. I'll bet your throttle cable is in the wrong slot of that 102 TB. Happens all the time.

How did you achieve 100% throttle opening though?
I'm sure it was. It's the only DBC tune that kept itself from going over 50% throttle.

LOL, guest there stuff you still not knowing.. But look at my posted tune and see if you can spot it! if you're able too. I will tomorrow post my new tune.. then you tell me if you are dumb or not.. I'm not a good tuner which is why I ask for help! this is what I was lead to believe, and thought what was going on!

There's nothing "in the tune" that will keep a cable throttle body from going wide open.
