Is there any recommendations for torquing head bolts on LFX engine at say 20?F, both objects.... heads and block are aluminum, as long as everything is same temp when torqued is it ok?

That's the beauty of angle torque. Fastener lubrication, burnishing, temperature (yes both components same temp) none of that matters.
I kinda figured it would be ok but physics engineer i am not🤣
