Idle issues, throttle and tq mgmt

2014 5.3 Silverado, twin turbo, stg 1 tsp v2 cam, dod & vvt delete.

Literally just starting on this tune and dialing in the vve for idle. My spark was swinging hard and going -20ish degrees so I lowered idle cells in the vtt and that fixed that. However it's still activating tq mgmt, not sure about immediate but it's defintely opening the throttle so predicted is kicking in. Can someone check this log and tune and let me know why the throttle keeps opening?? I've attached a log and tune file. Thanks.

Tq management will always be active at idle.
