Colorado 2010 5.3 swapped

hey guys i need some help here im trying to adjust the voltage on the alternator someones reccomended me to set whole table on 15.5 volts. Alternator wont be really giving me 15.5 he said it would give me between 14.-14.8 constant volts; any help here to set right numbers on this table? car starts by giving between 13-14 volts then after it drops down to 11 or less volts. its not charging how i want to.

And same car the fans wont turn on unless I turn them on using special functions on vcm scanner, its a swapped engine as i said originally i dont remember what engine it used to have im gueesing it used to have a 3.7 L but anyways what can i do so the fans turn on when it gets to 195 degrees and turn off at 185-190?

it gives me those options and yeah it has 2 electric fans.
