Low Speed Throttle Cut_LGX

Hello, I am working on a 2018 Camaro LGX, manual. I have a very strange issue that seems to happen at less than 30 to 40 mph. I will command WOT on take off but the TB is only opening a 1/3. I would like to think my torque tables are correct, I am not seeing a Torque and timing cut, just a reduced TB opening.

At higher speeds and similar RPM if I command WOT, I will have 100% TPS. I am still in process of tuning VVE but, it is strange that I have this issue at lower speeds not at higher.

The only other anomaly is that Driver Pedal Axle Torque Request is indicating rather high, upwards of 45,000lb-ft...This drops off to roughly axle torque as vehicle speed increases. I am willing to accept that this is not vehicle speed related, but this only seems to happen in the basement, top end seems fine. Any ideas? Thanks.
