Engine Electronic pre-mature ignition shut down at 4900 RPM in 2nd 3rd 4th gear

I have had a problem with my 2013 Camero when running into upper RPM range while accelerating in 2nd 3rd and 4th gear it is shutting down electronically at 4900 RPM.
I have checked all grounds, all wire harnesses, replaced all rpm sensors known to man, changed to new ECM and flashed at GM Dealer. When Placed on Dyno or on the road
it consistantly shuts down when it reaches 4900 RPM. Tried to turn off all control safety features in ECM and engine still falls on its face at 4900 RPM. I have 2 friends that are top engine builders/Tuners in St. Louis Missouri who have never been stumped by such a problem and we are at a loss for what to look at next. Any Ideas out there?
The engine was built just 2 years ago and the car only has 30K miles on it.

Here is what I have in the engine:
Roto Fab Cold Air Intake, Melling 10% over High Performance Oil Pump
Competition Cams special grind HP Camshaft, Comp Evolution Link Bar Lifters, Comp Rocker Trunion Kit, .700 lift valve springs
Frankenstein Monster Heads, Heads were milled .044, CC of heads are 68cc, Cometic .040 Head Gaskets, ARP Head Bolts
Stainless intake, Kooks 1 7/8 Tubular Headers with Green Cats and Dual H Pipe Stainless exhaust
McLeod RXT Twin Disc 1000HP Ceramic Clutch Kit with 8-Bolt Aluminum Flywheel; 26-Spline

Willing to listen and try anything at this point.
Thanks in advance for any advice!

If you aren't using the CORE ECU, you need to post in the gen4 GM V8 section.
