ECU or OS Recommdenation. Expert Advice Needed

I have a 2004 4.8L DBW engine that I am looking for some advice before going to a Holley terminator X setup. The engine is an LS swap in a 1967 Nova. I first started with a 12606960 OS and had an issue with the idle not dropping down to the commanded idle speed. I then changed to an 12592618 OS from a family members 2005 Silverado that fixed this fairly common issue. I am still experiencing a couple issues that I'm not sure can be easily solved, but figured I would ask the forum before going a different direction for my application. The issue with this OS is that when the APP reads ~66% the TPS reads 99.6% this is due to the nature of the Silverado and how it pivots and bottoms out on the floorpan at WOT. In my custom application with the accelerator pedal modified, it is a lot more sensitive. The '06 OS has a close to a 1:1 relationship between the APP and TPS. I tried the 12587811 which gave a lot better pedal feel, but could not fix a 2k+ rpm flare at startup hot or cold no matter how much air I removed from the initial airflow/friction startup table. Lastly, the car has air conditioning and I do not have a trigger to the ECU to update my airflow when it kicks on and causes quite a stumble when coming to a stop.

With this said, is there an ECU that has a better APP to TPS relationship, a/c trigger, and will return to a commanded idle w/ blue and green connectors? I have tried a lot of different things as you can see to get my LS swap to work, but after just performing a Terminator X swap recently on my other Nova, I think this may be the easiest route. I have spent a lot of time and money on credits as well as ECU's. Please advise.

The sensitive pedal/over-100% thing is because that donor OS was from a truck with adjustable pedals, which isn't the pedal that ever gets used in swaps.

It is a fixed pedal in the donor OS. Is there an OS or pedal combination that you recommend?

Stock 4.8? Does it need to be DBW? What do you think about a throttle set screw for idle (like a carb).

often super sensitive pedals in swaps are because of how they are mounted. If the accel pedal is higher than the brake pedal it will make it almost impossible to drive smoothly. It's hard to explain why or even understand how until you get one like this.

The instructions for the GMPP connect and cruise have excellent instructions/guide for how the pedals are mounted. It makes a tremendous difference.

All these other issues of idle returning and stuff like that are 100% tuning related. I do things like this all the time and I don't change ECM's or OS"s to do it. A good tuner will give you back near or better than stock driveablity.

I know what you're saying about brake/throttle position, but on these full pedal will be read as like 150%, meaning that half pedal is WOT at the TB.
