San Diego - who can confirm VATS deleted?

I am looking for someone in the San Diego area that can plug into my PCM and confirm tha the VATS is off. I sent my PCM out to an independent programmer and he claism the VATS was turned off. My LS swap is complete but it starts for a quick second and dies immediately. I haev spoken to many people who believe the VATS is still active. All my diagnostics have pointed to VATS maybe still active. I have new Bosch injectors with 60 psi fuel at the rail, new cam sensor, new crank sensor. I have verified pulse at the injectors with a NOID light, I have verified spark at the plugs with a spark tester, my MAF is correct and the car has new fuel. It still wont run except if I spray it with starting fluid. If I spray it with some starting fluid it will run for a second or two until the fluid is gone and then immediately dies.

    The PCM is a 2004 Corvette Z06, LS6.

Im willing to pay someone to verify the VATS is off. Anyone local to San Diego?

First thing you should do is check it for codes. If it's a VATS no start it'll have a VATS code.

Second thing you should do is leave your noid light plugged in and start it and run it on spray and watch the noid light. If it's a VATS no start the noid light should blink once or twice and then stop blinking. If it continues to blink it's not a VATS problem.

Also, with no diagnostic equipment and/or tuning equipment you're kind of flying blind. So, whether or not someone can tell you if your VATS is turned off is just the beginning.

    ^^

You can also verify the VATS status via the VCM scanner channel

"PCM is a 2004 Corvette" Look for "Column lock" setting.
