OK I found an 02 file (i'm using and 02 pcm) with the same OS id and copied over all my engine parameters and vin but HPT will not let me save the modified file. Any ideas?

You must have a license for the vcm id on the file your trying to save changes to. If you believe you meet this requirement please send support at hptuners.com the file you're having a problem saving and a vcm suite infolog while connected to your interface & I'll look over the information.

It doesn't have to be perfect, it just needs to be done in two weeks...

The vcm os id is the same between my file and the 80 file I was trying to save, however the vcm id and vin is different and unlicensed.
I just sent an email to support. If you could look at it and help me out I would appreciate it.

my apologies, its the vcm id number that must be licensed as the is one of the only unique numbers from one pcm to the next and is the number we lock to when doing single vcm licenses. If you want us to perform the segment swap for you we can do it for a nominal fee.
