Just wanted to update you guys. The problem was a vacuum leak. Vacuum leak was fixed, and the motor/PCM likes it. It still surges for the first 20 seconds or so, but then settles out just fine. I probably could fine tune the RAF some..

Play around with the startup airflow & the decay & delay values.
