stft issues...

Just a quick question, folks.
Over the last few weeks my car became a bit hard starting, and this morning it started to run like garbage.
I scanned it, and both O2's appear to be asleep.
STFT's are zero, and LTFT's are +25, as if the O2 sensors have died.
This is at idle.
They do not wake up with throttle and the car is undriveable.
Any help is greatly appreciated.

Tried something-
went to VCM controls, and forced the car into closed loop
-started to get STFT activity (climbing on the + side), but still ran like garbage
-at same time, LTFT's were still maxed
-O2's b1/b2 still appeared to be asleep, but were in the 200-450mv range
-I am thinking maybe a fuel supply issue(bad filter?)
-plugs looked good, no fouling(lean from no fuel?)
