What kind of car?
For most newer cars, that is in the inst. cluster. The PCM sends the VSS signal to the IPC, it's the IPC's job to control the speedo.

Just looked at a wiring diagram, thw PCM sends the VSS signal to the IPC. I would think the IPC would know which speedo it had, so the IPC calibration should display the correct vehicle speed. Don't hold me to this, but I believe you'll be ok.
You are replacing the entire IPC, right? If you're just replacing the gauge then I believe ti wilnot read right. You'll have to calibrate the IPC for the new speedo scale.

Tech II if you're lucky. Other than that I'm not sure. The HPT writes to the PCM, not the IPC. Where are you getting the speedo from? I'm assuning it's not going to be the entire cluster?

I'm not sure it this will help you or not but I have seen on some cars there is a layover or decal that can be placed over the gages so when you go over 120MPH and the needle keeps moving further it will have the hash marks spaced out to where it will show you higher speeds. So you might want to look and see if you can find something like that.
I think you'll be oK, but you never know until you try
