Unable to locate VCM?????

I had tuner fall through on me so I said the hell with and just bought one myself. Had it express mailed to me (on a very short time line). Opened it up and installed it and "Unable to locate VCM" pops up. I did a search on here found a few things to do with drivers, not it. Im in dire need of this thing working now. Bill looked at a couple of things but didnt really say much, Im sure hes trying to figure it out but like I said Im on time constraints.

Check for power on your OBDII port: Plug in the MPVI to the OBDII Port but leave the USB side disconnected. If you get a green light you have power on the OBDII Port, if not no power, no workie.
