I can upload cfg files but when I try and upload either an hpt or and hpl file it just hangs. The files are less than 400kb so I do not know what is going on.

appears to work fine for me, might be a browser issue on your end.
It doesn't have to be perfect, it just needs to be done in two weeks...

speaking of this, i'm trying to setup an uploader/downloader on my new LSx forum and i can't figure out what the mime type is for .hpl and .hpt file extensions. anybody know?
