New 408 and need some serious help

Ok here is my 408 parts list (previous motor was stock):

    6.0 GM Iron Block
GM L92 Heads with Stage 1.5 porting
    GM L76 intake with 39.82lb injectors @ 58psi
    242/250 .648/.614 Cam on 113LSA
    90MM TB
    LT Headers
    LM1 Wideband
    6speed

Ok, here is the issue I am having. During startup and at idle the car runs really really rich 12.80-13.2 AFR or so, fluxes alot. I have setup the inj scale according to the sheet on the sticky section of LS1Tech. I have decreased the VE tables to about 21 where the car idles and still no change in the AFR. When the car goes into closed loop the STFT go to about -35 to -40 and my AFR shows about right 14.7 to 15.3. As soon as i step on the gas AFR goes WAAAY lean, upper 20's and sometimes 30's, the car shudders and stalls a little then levels out. I have my LTFT disabled and I am trying to tune in SD mode (maf unplugged). When I had my stock motor it did run rich but not this rich.

    Things already tried:
    1. Decreasing the VE table
    - got the values all the way down to about 21 and still not change

    2. Increasing Inj. flow rate
-increased the values from 39.82 to about 54.
-this helped with the rich idle, got it to about 14.6 to 15.4
-however, when i try to take off the car leans way out and dies, cant drive 10ft

    3. Decreasing the O2 sensors (bank 1 & 2) by 2%
    - no change in AFR
    - not sure how it has helped since I turned off closed loop

    4. Turning off PE
    - figured what the hell

    5. Increased idle to 1000 RPM
    - not much of a difference, still rich

    6. Increasing the inj offset similar to another 408 tuned motor.
    - no change still rich.

I am attaching my latest scan and my current tune along with my WB config file.

Well I'm running out of ideas, any help would be GREAT!!!

One thing I am starting to notice in the scans is that my inj banks are showing about 4.3 to 4.7, but when closed loop kicks in it drops to around 3.1. I know that make sense since the STFT are taking fuel away, but is it possible to set the Inj to only output 3.1?

No, the only control you have is setting up the fuel correctly.

well i figured out part of my problem, i was only focusing on the primary VE table, not the secondary. I dropped it by 15% and damn AFR is starting to move up. I got the primary table to about 18 on the idle cells and didnt change a lick.
