Unless you change the 2 sensors simply flashing would net you nothing but trouble.

And at that point I could load it to the repository for all to use right?
They have a different tune for each different variation of our vehicles.

    07 RL M5, 07 RL A5, 07 GXP M5, 07 GXP A5, 07 HHR SS M5, 07 HHR SS A5

And then the same for the 08, plus a tune for the 08's without a vaccuum booster. There is a lot of variations, and you need to get the correct one for your car.

So if I paid the $88 for my local dealer to flash my car, who would want the tune? I have an 08 Sky RL M/T. I'm assuming I have the vacuum booster, but I have no idea???

I'd for sure want to take a look.

Pop the hood, on the drivers side you'll see a vaccum line, and if there is a "T" connector in the middle of it, you do.

You won't be able to do this. The 19212670 kit is serialized and comes with a specific authorization code the dealer has to use in order to gain access to the correct tune file.

So I could only modify my own tune with HPT, but no one else would be able to load it to their ECM? How would the software even know?

You can't go to the dealer and have the PCM flashed with the LNF stage tune without purchasing the stage kit. The stage kit is serialized and comes with an authorization code required to retrieve and flash the stage tune into the original PCM.

So why are all these HHR and Cobalt guys buying the parts from CED or GMPD, installing the parts themselves, and then driving the car lightly to the dealer to have the reflash performed?

Well, because they are purchasing the stage kit installing the sensors that come with the kit and then driving to the dealer with their authorization code to have the PCM flashed.

I will mention that GM doesn't recommend doing this but to each his own.

For some reason I thought the 2008 Cobalt SS was included in the stage kit already released but looking back at the instructions it's not.

yea they decided to hold us out and make us an intake which i think is rediculous since a.m. intakes are already out so who care, the learn down gets deleted its obviously going to accept any intake installed.

The kit you quote INCLUDES the programming from GM so no benefit there. I find it hard to believe that 2 MAP sensors, gaskets and some wire would cost over $500.
As explained to me by a sympathetic fellow at GM, the cost reflects the cost of development time put in at GMPP and also the cost of recertification not only of CARB, but also GM's internal reliability testing. If you take that considerable cost and divide by the likely number of kits sold, the numbers make perfect sense.

The tune was not developed by GMPP, it was outsourced to Irmscher in Germany. No doubt it cost a lot of money to develop though, and subsequently license from Irmscher.

Gm should of went straight to you, they would of saved lots of money and it would be "Made in America"
