MPH settings generally. If you look at the 3-4 upshift MPH you will probably find it set really high at WOT TPS settings.

in my stock tunes I have, all the 3>4 shift mph's are set at 125. I guess thats pretty high but for sure doable even in a stock car. I guess I thought there was an actual setting that just completely disables the ability to go WOT in 4th gear.
You have to check the part throttle speed map and make sure it matches the WOT speed map. Make sure the 100% cells in the part throttle map match the speeds in the WOT speed map.
I have seen some vehicles where the 3-4 MPH is set
crazy high, at higher TPS - like they want to make a
lift-to-shift deal out of it.
You are correct, it is also a form of function for the speed limiter as well.
