not gona have any support from GM out there since they don't sell and 96-02 ld9 twin cam engin out there.
So how much is a scanner and can you change anything
is there a book for the code numbers , because I won't get much help from GM because they told be they can't and won't get the software for the gm dealer there, because they don't sell the cat over there.

you can get a cheap scanner for right around $100. You could also get a cable and a laptop to use for monitoring engine conditions just in case nobody wants to work on it.

most you buy the cable and get the s/w free off the website
