what about trying to do a complete re-write? or doing it in lo-speed instead of hi-speed?

Tried hi and low speed several times, also hooked up a jump box to the battery just to be sure.
It looks like chris and bill are at sema hopefully somebody has ran into this issue before.

No its the only new truck here right now. Did 3 09's right before it a few weeks ago with no problems. I just want to make sure its supported before I have him purchase a new pcm as it looks like it is still locked or messed up from the previous tuner.

Sounds like the vehicle was previously tunerlocked to me.
It doesn't have to be perfect, it just needs to be done in two weeks...

It was sent back to be unlocked. I'm wondering if they didn't unlock it or messed something up.

it was locked before, but i sent it back to the previous tuner to have it unlocked and returned stock. the lady at the shop who i used to use assures me she returned it all back stock and unlocked it, but i guess something could have been messed up in that process...

Tunerlocking generally consists of the tuner changing the seed/key so other tuners cannot access it using the generic key...there are roughly 65000 different combinations so its a pretty decent lock.

When you come across a tunerlocked pcm you will get an invalid authorization codes error upon reading ie you cannot read a tunerlocked pcm...if you could read a tunerlocked pcm it kind of defeats the purpose.
