03 2500HD with factory fans and harness, Pin 33 will not control ground

I have a 03 2500 I'm trying to install some factory electric fans and harness out of a 05. High speed should be controlled by pin 33, low speed should be controlled by pin 42. Pin 42 works as it should, however pin 33 does NOTHING.

Things I have tried:
Different parameters for fan settings ie. "AUX FAN"/"2 FANS"
Different turn off/on points (although I'm using HPTuners VCM controls to check operation of fans)
Complete different BIN file out of a 1500HD
Different PCM
Different version of HPTuners

I know the harness works as it should. If I ground the pin out manually, the fan operates. I have check that the pin is fully seated into the connector at the pcm and the pin has a tight connection on the actual PCM pin itself.
So, I know the fans/harness/pin is not the issue.

has anyone else had success installing electric fans on a 03 or 04 2500HD, i am looking to install a set of fans on my 04

Yea, it turns out I was not in the correct pin location or the right connector. I can't remember which it was but I got the fans to function just as the factory has them operate.
