New PCM, won't save maps for more than drive

I bought a new PCM/VCM and had gone to download my map.

The software asks for my VIN number. I put it in. Write the file (either write entire or write calibration). The car will start and run just fine. I drive for awhile.

If I turn the car off and then go to start again with in tens of seconds, it starts up.

If I leave the car for 5 minute and come back to start it. It will not start and throws P0602 code "ECM Not Programmed".

Sorry to say but it sounds like the pcm is bad.
