What triggers the different part throttle tables

In the part throttle tune section there are three tables (Normal, Performance, and Cruise). When are they used? What invokes these different tables? Is it the ramp rate (slope) of the TPS? Does the PCM automatically switch between the three tabels depending on the how hard/fast I press the accelerator?

Normal is the usual mode, Performance is when you have the Power or Tow/Haul button pressed, Cruise is for when cruise control is active.
