New PCM HELP!!!!!

I've got a 2001 Grand Prix. i recently did a write to it not to long ago. My gas gauge wasn't working so i decided to plug in a PCM i had out of a 98 Grand Prix to see if it worked and it worked so i wanted to write my vin, file, setup, etc...... But i don't wanna license the 98 PCM just to flash the file I'm licensed to. is there a way to write my licensed file to this PCM and make it as if it came with the car. For example if someone buys a PCM cuz they fried it and gets a new one do they have to license that vin just to flash their file to it?
