need help to tunining mustang 05 V8

how are you

i need help for some experience people they do turning or testing for the mustang

now i will tell my story so i need your help

my car is mustang model 2005 GT V8 manual transmission so my car when i move to maximum speed they stopped until 110 Mile so there is a lock on system

it's mean the ECM is locked by delayer to hold the car not moving more thean 120 mile

so i need from how have the software and program to support me to

1- import the original data from the main computer of my car and save it

2- i need the new software to install it on my vehicle to turn the engine to maximum speed or if possible to move more than 140 mile is better

3- reduce the fuel or economy

4- my country they use the 91 octane of fuel or gasoline type

5- please we need your support and if you can possible have a special training please put it on this area or you can send it to my email

6- which is the best program to do turner for the vehicle is sct or there is lot of program

7 the update to the car must be done by laptop or computer

8- windows is XP

9- i have the obd - 2 cable
