Changing VIN question for different years??
I have the HP Tuners for my 2000 GTP (I bought it just a few weeks short of being able to get a second vehicle 
so if anyone wants to share their second vehicle download - lemme know...LOL ;D 
) anyways - can I change the VIN for any GM OBDII compliant vehicle or only for my year that I purchased?

Only for the year(s) you have a licence for.

to change the VIN you have to be licensed for the PCM you are changing "from" and "to".
