This is a customers vehicle which has been driven now for a month without setting any readiness tests. Any input would be appreciated on how to get the monitors to set.

Hello, Did you get anywhere with this? My 2005 Crown Vic is having the same problem. I have the DTC's set to "No error reported" but it still will not set the monitors.

"No error reported" keeps the light off. It doesn't fix the underlying problem that keeps the readiness monitor from completing. The readiness test still needs to pass in the background, even if the light is disabled for that test.
Could this be caused by the absence of rear O2 sensors all together? I saw on some other threads, people talking about turning the test off all together, along with setting the code to " no error reported" not sure if that would be a valid option.
