    I also have a problem with the scanner maxing out speed with the car stationary. T56 connected to an LS3 with a E38 ECU. What is also interesting though is that I have the speed output from the ECU connecting directly to a Cable X speedo converter (which is driving a cable speedo). The speedo is working fine just getting the wacky speedo reading on the HPT scanner.
