Lock up problems

07 silverado 4wd. Did a 6.2 swap, camshaft, headers, etc. kept 4l60e from the 5.3. Rebuilt trans, and have a 3200 stall precision industries converter.
The converter has never wanted to lock up on its own, but when commanded, it locks up fine. The truck was water damaged before bought, and did swap shortly after. Has never wanted to lock up on its on but once, maybe twice. Here is the current tune in the truck. I havent really done any engine tuning yet besides getting it to idle, and a few things trans related.
Im thinking it may be a computer issue but not sure, any help is greatly appreciated! thanks!
