In the past I was always under the impression that it was impossible to pass an OBDII scan emissions test with an SD tune, due to the requirement that the "MAF failure" code be set to force the GM ECU into SD mode.
Is this still true today?

You will be fine. At least that's my experience with emission test tools and for example 2 bar CoS with MAF deleted and proper "MIL at first error" settings.
So how are you deleting the MAF?
The process I was aware of was to unplug the MAF (which throws code and forces SD) and set the MIL idicator to not illuminate. This got SD mode and kept the MIL light off, but the SES code was still set (which would cause a failure on an OBDII scan emissions test).

You don't have to disconnect the MAF, just set the MAF FAIL HIGH Hz to 0.
Engine Diagnostics->Airflow->MAF Sensor
But that requires leaving the MAF in place....

Did you take the MAF off your car or just disconnect the sensor?
MAF will be removed completely (engine swap into different vehicle).

Never had an issue passing CT emissions with SD.

That is the first step. But you still have to change some dtc's.
Read the help files on this site and check out http://ls1tuningguide.com/index.php. That will give you step by step instructions on how to properly run a SD tune.
