6L80E TCC release not working?

I put a converter in my 6L80E today, and have the offset and apply ramp all set up and everything appears to be working well.
The only thing I can't figure out is how to get the converter to completely unlock when cruising at 60-65mph and applying throttle. My 6th gear TCC release is set to 54mph at 31% TPS and above....yet no unlock when TPS goes over 31% at speeds faster than 54mph.
Throttle gets me about 200rpm of slip that goes away within a few seconds, but would rather just have the converter completely unlock if I apply enough TPS.
On these PWM TCC's, does the release actually command slip rather than a full release?
Or is there something I'm not thinking of?
