have you tried a low speed write? Also try un-plugging the radio fuse if applicable.

Battery or wiring issue is the most common suspect.
It doesn't have to be perfect, it just needs to be done in two weeks...

What kind of wiring issue would cause this?

the battery voltage is either too high or too low it needs to be around 12-12.5v

check all your power and ground wires to the PCM, maybe you have a bad connection.

Grounds are tight and on raw metal, how would I check the power going to the pcm?

Edit: found the pinout, ill test voltage and grounds tonight hopefully.

One more thing I think I left out. It will read fine, I did a read entire and it did it no problem, tired to load the tune back on there with 1 change and it gave me that error. Does that change anything?

KOEO scan Ignition voltage what is it at?
If you have access to a Tech2 or similar you should also be able to scan Bat system voltage.

Alright here we go. I checked the ground location to make sure it was good, checked the grounds going into the pcm via the pins, checked the voltage going to the pcm and its at a constant 12.3v checked the voltage going to the obd port and its at 12.0x fairly consistently. Took out the radio, radio amp, and onstar fuses, tried parking lights and rereading the tune (which it does read fine) tried to write it with one change and, same error.

I'm at a loss of what to do. Although there are some weird things.

    1. Fuel gauge says empty even though I put in 5 gallons of new gas a few days ago

    2. Fuel pumps don't turn on when the key is in run, I checked the pcm pin that controls it and its at 12.3v as well. And I switched the relay with the drl relay and still heard nothing when the key is in run. they are supposed to turn on correct? For like 2 seconds?

Any ideas? This is very frustrating.

I checked the voltage from the raw metal of the block near the 2 grounds being careful not to touch the terminals themselves and it read 12.3v steady. also checked voltage to the frame as well and 12.3v constant

Excuse me for necroposting, but maybe this will help someone.
I had exactly the same problem this week - can't write calibration (read tune and scan - OK) and fuel pump is not turning on. The problem was loose G104 ground located under left engine head.
