Install the CD and then install the update once again.

1.6.1!? Where are the release notes for that version?
Jim, its a very minor upgrade... it fixes an error with the options of the VCM scanner and certain configuration files.
The cause for missing .ocx files and such is usually an upgrade has been installed onto a machine that did not originall have the CD installation that contains all of the core files.
The easy fix, install the CD first, then install the update.
