VIN: Unknown, Tuner Lock Status: Unable to lock

I have a 98 Camaro with a ls1 and when i read the vcm and then open it in the vcm editor thats what it says. And the scan tool wont connect either.

yes the VIN is not stored in the flash on these (hence it cannot be displayed) and TunerLock is not supported for pre '99 vehicles.
