Because its an old operating system

12614676 00005739 New software to correct battery run down condition.
12611833 00007FA5 New software to correct a possible no start condition on first attempt after a battery disconnect.
    12608602 0000C139 Main Operating System

Update to the newer 4676 operating system and 2 bar should be available.
It doesn't have to be perfect, it just needs to be done in two weeks...

You can take your PCM to the dealership and they will upgrade it for you with their Tech2 device. I have no idea what that would cost but once it is loaded onto your PCM, HP Tuners can manipulate it. You might also find a copy of that recommended OS in the tune repository around here.

Flash with a newer OS for 2 BAR OS availability. Might need to purchase an additional 2 credits.

Not a good idea to flash a newer OS to a E38 ECU using hpt, sometimes they brick because the new OS has an internal incompatibility between the segments 7 and 8 (which are not written by hptuners).
The correct way is to flash it is using SPS, once completed read, license and flash normally.
