Traction control in stock tune

On a stock tune if the traction control button is pushed and turned off will the algorithm subtract hp being applied to the wheels? Was just told this by someone that its in his service manual? Allowing the tires to spin freely is it a safety net pretty much?

Nevermind he now is one of the people that thinks a stock tune on a 6.0 2008 vortec max if you turn the traction control off you gain horsepower? Im gonna bang my head on the wall

He has also informed me in the past for his truck he purchased a odbii port plugin made by thorton that would improve power and gas mileage I know these things have been debunked ages ago but he literally asked me to ask you guys to prove him wrong.
