Why wont it lock up

Super new to the forum and new to the tuning world. Im helping a buddy out since I have hp tuners he wanted me to download his tune and ask the forum. I dont know enough yet to make the needed adjustments or if the problem is in the tune.

The converter is out of a trial blazer ss. He has had two guys tune it and they keep blaming each other. Is it in the tune as to why it wont lock up or is it something else?

scan for any transmission dtc's.
has the cam been swapped with an aftermarket cam?
if so, misfires are still on; that will cause a converter not to lock.
