Security Access Denied msg recvd

I have a 2000 PCM that I've loaded a couple of times and everything has worked great. I recently did a transmission swap and am having someone help me tune the new setup. He has started with a new stock file that he got from GM directly (some kind of TEC tool?). When I try and read the new tune, I am getting the access denied message. From other threads, it sounds like the tune he uploaded is tunerlocked. I was wondering if I should proceed on that assumption or if its possible that something else is wrong?

The tuner is not using HPTuners and I'm wondering if he might have locked it without knowing it.
