    Since this is a cable throttle vehicle, download the latest beta (2.25.1466 or newer) and under the "Speedo" tab there is a Speed Limiter value you can change. That should do the trick.
    Make sure you have 2.25.1466 or newer or changing the value will do nothing.

    Yes.
    Okay, download the latest beta (updated today - 2.25.1502 or newer). The speed limiter should now be in there for your operating system.
