Enable Fog Light upgrade

We just installed a factory fog light kit on my buddy's Challenger, but they won't actually turn on unless you go to the dealer and have a 3 digit code entered with their StarScan tool.

The dealer wants $110 for the "hour" of labor. This is an inconvenience and $10 more than the two credits cost. I have the credits, but can HP Tuners enable the fog lights? I've searched this site and googled it every way I could think of, but nothing conclusive.

Does anyone know how to do this?

To enable factory items the vehicle options list has to be updated in Chrysler's database. Then the new vehicle configuration is downloaded and written to the vehicle to enable it. Only a dealer (or someone who works for a dealer, hint hint) can do it. Find a friendly tech on his lunch and bribe him.
