Locking converter in 2nd and threw the entire pass

My setup is a 408 on nitrous with a jakes performance lvl 4 4l80 and circle d multi disk, both of which said I would be fine locking the converter at wot. But I can't figure out how to make it lock at wot. I set my 2nd and 3rd apply speed to 40 mph and enabled shift lock but it didn't change anything.
I added my tune I would appreciate the help thanks.

This tune was made with 2.25 and it won't let me open it because it is tunerlocked...

I was able to open your tune. Were the release speeds touched at all? I see you have the 2nd and 3rd apply speeds set at 40 but the release speeds show 256. Have you tried setting the release speeds a few mph below your apply speeds? You may get better answers in the V8 section so check there as well but it could be that the control module won't let it lock because the apply speed is lower than the release.
