So I was having this problem too. Think i figured it out, it was a lack of understanding the most important table for TCC lock up. Apply Ramp. The psi you are logging for TCC lock up is simply how much psi is being commanded in the Apply Ramp table for the given amount of slip you are experiencing. Adjusting the Apply Ramp table much higher much faster the farther away from zero you get, will make it feel good. Just for test put the Zero column to 100 and the far right column to 500 and smooth between the two. Then 500 in the far left column and smooth from it to the zero column. Then go drive and it probably feels just like manually locking it with the scanner.
Now the question for the experts-
Would it be damaging or hard on anything if I ran my zero slip column at like 30psi and then aggressively up from there out? Cause that makes it feel great, like a manual trans.

Yes, I hadn't actually tried those numbers I said. The point is to just set the Apply Ramp values up much higher and it seems to really lock up.

Hmmmm. Neither of us have Regulator Gain or Regulator Offset tables in our tunes. Are we supposed to or is that gone in these new Gen5 ECU's?

you can make it on off by removing the slip from it. They have carbon clutches in them so they are very stout way better then early stuff. On my 07 tahoe for instance I had tcc duty cycle at 100 on max and 99 on min and it was on off no slip at all. Just have to find the right tables but no it will not hurt the converter or trans. Just make sure it isnt slamming or can hurt the input shaft over time.
now looking over tune on the 6 speed ats stuff I had to turn off the adapts and where says ac off tables take all the slip out of it same it ac on zero them all. It is missing a table I had on the 6l45e some reason on these trucks.
