I was planning on getting the HP tuner for my 2000 trans am, however I was curious if I could also use this on my 2015 terrain to give it better fuel mileage?

You have to ask yourself if GM truly left opportunities to improve fuel mileage by simple calibration changes...
I would think tuning the car to run that specific engine (since all engines are a little bit different and run in different environments) that calibration changes can net some increases. Some small timing increases at cruising speed and increasing the parameters for DFCO seem to have made a noticeable difference for me, but keep in mind I have 260,000 miles on my engine so I'm sure the stock VE table has shifted some as well.
