    Lean cruise questions

So from research I know these threads tend to get deleted or locked- but I have a few questions I haven't been able to find the answer to that I'd like some clarifications on.

Looking for the answer on two vehicles- 2002 LS1 Camaro and 2002 GMC Sonoma 4.3L

    1) Apparently Lean cruise is illegal in the USA and hard coded out of the pcm even though the tables are there- is this the same thing for us folks in Canada? If were Canadian and have "Canadian PCM's" (don't know if there are any differences in options vs US cars) can we be provided access to enable these tables since I don't think we fall under the same EPA issues as the USA folks?

    2) Lets assume that I don't have access and can't get access to the above. If I order an Aussie PCM and plug it into the Camaro a) are they compatible? b) Can I change the Aussie PCM to have my Vin without losing the operating system and losing the functions of Lean Cruise again?

Are both vehicles drive by cable or does the Sonoma have a drive by wire throttle body?
