Home made tester

Would like to start with hp tuners is the best diagnostic tool in my tool box.
Now after making this tester, I am trying to do the 411 swap to 99 vortec but am using the 462 pcm
Which is 12589462 with the iac drivers installed, so my question would be do I still flash the 2001 savana from the 411
To it , and does anyone know how to change the vin due to emissions.

Any help would be great.
