If the vehicle was already tuned with HP Tuners you can purchase the software and then license the PCM and begin tuning the vehicle yourself. Even though it was "unlocked" on someone else's computer/HP Tuners, it wouldn't be licensed on yours and thats why you'd need to license it yourself.
The only small drawback would be if the previous tuner locked the tune on the computer and didn't allow you to access it. But I am not sure if tuner locking is available on the 2014+ PCM's, so it might not be a problem.
I bought straight from HP Tuners themselves. You can do that aswell if you wish or through a vendor. I'd highly recommend buying the PRO version instead of the standard if you can, they offer more features that make the extra money worth it.

If you don't post your tune and logs when you have questions you aren't helping yourself.
