tune file possible missing data, license other file to tune current ecu question

Hi, after comparing my ecu file from 2014 5.3 Silverado with 3 other 2014 5.3 trucks, the important different is VATS 1... mine does not show VATS 1, only VATS 2... and its currently disabled as this is a gen5 swap. SO with the standalone harness all wired up, the truck doesn't start, obd works fine, communicates with ecu, just no start. Im confident that the wiring is solid as there's not much to it.

Question is: If I download a 2014 5.3 tune file, license it, will I be able to flash it to my ecu, or will it cost extra credits?
